    Responsibilities

    • As a Librarian (Acquisition), you are responsible for providing administrative and contracting support in the acquisition of a wide-range of electronic library content, database, journals, maintenance agreements, and automated software tools.
    • Maintains acquisitions renewal databases and keeps responsible parties updated with tasking and due dates, tracks progress and keeps library system leadership informed of status.
    • Prepares acquisitions and contracting requisition packages and documentation, to include market research, contracts, and licenses. Maintains contracting and acquisitions documents per Army and DOD requirements.
    • Coordinates with CAC and Library of Congress Contracting Officers and Specialists who have the authority to establish resource trials and acquire pricing information for new and renewal negotiations with vendors and content providers.
    • Answers questions about copyright and permissions, providing advice, best practices, documentation and training on compliance issues.
    • Assists with fair use or permissions determinations, to include evaluating licenses for subscribed content and interfacing with Copyright Clearance Center and others to determine rights and royalties.
    • Responsible for developing a comprehensive marketing, communications strategy, plan for library services and programs.
    • Coordinates with library staffs to develop and publish appropriate materials for internal and external constituents, maintaining an active awareness of marketing and communication innovation for print, digital, and social media channels.
    • Monitors and works with Staff Judge Advocate and Contract Specialists to negotiate changes to terms in "standard" license agreements that meet U.S. federal government and academic guidelines.
    • Reviews standard terms and conditions for digital resources licenses and user agreements and makes necessary changes to ensure U.S. federal government and academic compliance with established standards.
